my email is not coming through it says another program is accessin

how can this be? I know to close any browser before opeing another, my
outlook says It cannot access my email because another program is accessing
it. Is this an ISP problem? a modem problem or an outlook problem? Wheere do
I go for answers??

The mail is coming from my ISP(Iprimus), through my Netgear wireless modem
router, via my CA antivirus firewall?? Does this help you answer my
question?
