My functional bands change styles whenever a new page is added

I've created a template in Visio with functional bands. I changed the style
of the functional bands to be text only. However, whenever I add a new page.
The functional bands change to the default functional bands! I don't want to
use macros. Is there a way to change the style of the default functional
bands in Visio?

I tried this on both Visio Pro 2003 SP3 and Pro 2007. Had just one
functional band in new Cross Functional Flowchart drawing, changed the
style on the Functional Band to Text Only and Insert, New Page.., and click
OK to copy the current functional bands from the current page to the new
page. The new page's Functional Bands still have Text Only as the Style.
