my language bar closes

My language bar instantly vanishes when i click on the "Speech" button under
tools. I have installed the speech and have done the initial training
wizard. I have also gone into the regional and languages section of control
panel many a time, like microsoft said, to "show the language bar". So now,
when i click the speech button i see the language bar "question mark bubble"
type thing and then it vanishes and when i hover jmy mouse over the area that
the language bar occupied, there is nothing there. Hopefully someone can
give me some advice. (I am using a toshiba satellite tablet PC, and on my
Dimension the language bar works fine). Thanks.
