My "layout tables task pane" won't work

After opening a new site and new page, in the "layout tables and cells" task
pain, it will not let me select any table properties or anything else.

FP2003: The Layout Tables and Cells options are unavailable (grayed out)
1.. You have View | Reveal Tags enabled - disable it.
2.. You are editing a page that uses Shared Borders. Layout Tables and
Cells and Shared Borders appear to be mutually exclusive.
