my numbered outlines keep merging when pasted

I have a 20 page document which is all in numbered ouline format. I
manually created a table of contents, (not using the table of contents
function which I recently discovered but can't get to work) but when I
copy and paste the table of contents in it merges the two numbered
outlines into one list, pressing the "paste as new list" makes no
difference, neither does "restart numbering" which just changes the
1st level heading but the second and third levels carry on from the
first list, so instead of 1. a for example I have 1. f. I even tried
pasting a few pages of ordinary text in between the two lists before I
pasted, to then delete later in the hope that it wouldn't merge the
lists, but to no avail.

Any ideas greatly appreciated!

You can restart outline numbering using the techniques at
http://word.mvps.org/faqs/numbering/listrestartbylistnum.htm. However, it
would make more sense to carefully set up numbering as explained at
http://www.shaunakelly.com/word/numbering/OutlineNumbering.html and then
create a table of contents as described at
http://www.shaunakelly.com/word/toc/CreateATOC.html.

You could also paste the TOC at the end of your report, then you can manually
move it up
