I have made sure that the contacts folder is showing up under the Outlook
Address Book, and I have restarted my Outlook 2003, but my adress still do
not show up in new email "To:" select window. How do I correct this problem?

Ensure that you are displaying the correct Contacts Folder and that all your
contacts have valid, resolved electronic addresses.

The addresses are the same and have worked before. The addresses did come up
when I clicked the book icon on a new email, but then all of a sudden they
stopped working.

Please try posting some actual information. There is none here. For
starters:
1. "Have worked before" requires that you tell us what changed between
"before" and now.
2. Provide the information I asked for.
