My Outlook ribbons are not "sticky"; all customizations are lost

Each time I start Outlook 2007, it starts with what appears to be the default
ribbons, etc. Whenever I add, remove or modify the ribbons, or add icons
through customization, it remains for the session, but when I close Outlook
and then restart it all customization is lost. How do I fix this?
