My Page Boarder Tab is greyed out

I have one desktop and one laptop running Windows XP Pro and Office XP Pro with Publisher 2000. Both are from the same installation medias. But on the laptop, when I go to Format/Boarders and Shading my Page Boarder Tab is greyed out so that I can't customize any settings. How do I get this to be operational??
