My Project list > All Projects

PM opens PWA
PWA defaults to showing 'all workspaces'.
List is empty.
PM switches to 'Owned Workspaces'
All of PM's projects are displayed.
Everybody else the 'All Workspace' selection shows, well All workspaces and
the 'Owned Workspaces' shows just those owned by the user.

???? Why is this user not seeing 'All'? Not sure where to look.
