My quotation marks won't work

I am currently using Microsoft Word 2008 for my Macbook. I can type
quotation marks in all other applications, i.e. Firefox, Mac Stickies, etc,
but for some reason not in Word!

I can't do this: " ", in Word. I think it might be because I changed my
language tools to Spanish because I'm typing in Spanish but I can't do it
when I revert back to English either.

What is this error? Any way to fix it?
