My rules are "not authorized", what do i do

I am using Outlook with a POP3 server managing 4 email accounts. I'm trying
to separte inbound messages based on the specified email account,which works
fine for sending messages, but it seems only certain messages are correctly
processed by the rules that I have established. I do not use Microsoft
Exchange but I have a small, wired, home network. Any ideas?
