My rules wizard is not responding why?

I have created rules by right clicking on an email, but want to delete or
change the rule however, clicking tools then rules wizard fails to get a
response from the rules wizard. I have also tried to open the rules wizard
from the organizer again there is no response. In addition I reinstalled
Microsoft office that contains my 2002 version of MS Outlook and still no
joy. can someone please assist.
