my shape is not closing

I just drew a spa using a the line and pencil tools, each end is
connected, but the shape won't close. Each segment still displays
endpoints rather than vertices, and it won't fill.

You may not have drawn all the segments in the same shape. Try selecting
everything and going to Shape > Operations > Fragment. This should give you
a filled shape if one can be made.
