My signed emails are not received

Operating System: Mac OS X 10.5 (Leopard)
Processor: Power PC
Email Client: pop

I have an ECA certificate for signing/encrypting emails which I have successfully used for several years. Recently I tried sending to a "(e-mail address removed)" address. They did not receive the email. However if I try to send the same signed email from Virtual PC on the same computer (PB G4), it is received. We have tried multiple experiments with the same result - signed emails from the Macintosh do not get to the addressee. This only occurs with the "...af.mil" addresses. Any ideas would be appreciated.

Can you send one of your signed messages to another account where you
can check what you receive for discrepancies? I suspect you may have
your certificate incorrectly set up in Entourage.

When you receive a message you will see a small lock icon at the top
indicating the message has been signed. Click the link "View Details"
and check for problems. You should see all green checkmarks.

We have checked at multiple other accounts and can see nothing wrong with the certificate. However we have found that the exact same thing happens if we use Apple Mail, but not if we use Thunderbird. So it appears to be something that OS X does and it is not an Entourage issue. Hope we can resolve because Entourage is a very usable email client.
