My Task progress reporting is inconsistent

In "My Tasks" (PWA 2007) we are not using timephased, instead we enter
%complete under the 'Progress' column against the assigned task. However, on
some tasks for the very same project, we are restricted to a drop down in
that field with "Done" and "Not Done" as our choices. How come we have this
behaviour where some task for the same project permits us to enter a %, while
on tasks in for the very same project we are restricted to "Done" or "Not
Done" dropdown? How can we have it so that it is consistant (ie., we want to
enter %)?

By chance, do you see the Done and Not Done choices for tasks that are
actually Milestones? What you are seeing would be the default behavior for
Milestone tasks. If necessary, open the relevant Microsoft Project plan and
see if the tasks are Milestones with a 0d Duration, or are tasks with a
Duration greater than 0d but which the PM has intentially marked as a
Milestone task. Let us know what you find.

For tasks that are set up as milestones with assignments, you get Done/ Not
done as your choice.
