My Tasks horribly slow

We opted not to use Timesheets and use My Tasks exclusively. However,
refresh on My Task continues to be very very very very slow, even
sometimes when only current tasks are displayed.

I've heard everything from re-building indexes to defragging indexes
(same thing?) on the project databases. Could someone please point me
in the right direction as to exactly how to accomplish this or also if
there is some other fix out there.

Are your sql and WFE servers performing within normal operational thresholds ?

Yes, SP1 and Infrastructure updates. Not sure how to tell if SQL and
WFE servers are performing within normal operational thresholds.
