My Tools, Server, Administration Home... is dimmed

How do I get the Administration Home ... menu item undimmed? The only item
that isn't dimmed is Permissions... I am running IIS 5.1 and Front Page
Server Extentions 4.0.2.8912. I downloaded and ran the updated Server
Extentions, 5.0.2 I believe but it doesn't appear that they were applied.

Try this: Start | Control Panel | Administrative Tools | Microsoft
SharePoint Administrator

It brings up a web based FrontPage Server Extensions 2002 Server
Administration page.

I was able to bring up the Server Administration page, but how do I bring up
the Web site Administration for my localhost website?
