My Website Borders Aren't Displayed When I Published It

I just created a website using Frontpage. I used the
shared borders feature. When I went to publish the site,
the borders showed up on all but the first three pages.
One pages 1-3 the top and bottom borders were missing
their color, but not their text.

Can anyone help me correct this?
