My wife has a distribution list that no longer sends email out

Suddenly, emails to the members on the distribution list won't go out. None
of the members receive emails sent with distribution list as recipient. All
other emails go out fine.

Distribution Lists are notoriously unreliable. Make it again, or use
Categorising of Contacts as a more robust way to use Outlook.
