Mystery-OL 2003 Messages Not Delivered in afternoons!

I have spent hours on the phone with Microsoft and SBC Global. My incoming
messages are not delivered during the afternoons on my home pc. At the same
time, they come into webmail and pda (yes, I have "leave messages on server"
checked on both). It occurs every weekday about the hours of 1 pm until the
next morning, when all the messages are miraculously delivered to my PC. I
don't get an error message (or anything at all) when I click "Send/Receive
all." Does anyone have any ideas, as Microsoft and SBC seem to want to just
blame each other. My e-mail settings are all correct, and I can send during
that time. Nothing changes if I disable Norton, either. THANK YOU

POP or IMAP?

Has SBC had you tried telnetting to the server? Have you tried a different
mail client, like OE, from the same machine?

Yes, I tried Mozilla Thunderbird and no problem. It is clearly with OL.

By Telnet, what do you mean? Do you mean having sbc remotely access my
computer? I don't think they've done that, but I'm not sure what you mean.
Thank you for whatever advice you can give.

You've tried Thunderbird from the same machine and it works? Odd. Ok, exit
out of Outlook, go to Start - Run and run outlook /safe and try a send/receive
during those hours. Also, is this the only machine on your home network?

Telnet is a way to directly connect to a port using manual commands (for
lack of a better way to put it). If you are using a different pop client
on the same machine, then that is unlikely to matter.
