nav bar doesn't show in web page preview

The nav bars are in my work page but do not show up in the web page preview.
We recently changed to IE8 and I understand that this a problem with the new
version. I went to File:properties:Summary and made sure the 'hyperlink
base' was clear. I tried deleting the old nav bars and creating new one, but
the new ones don't show up either. Previous saved versions of the web site
have the same problem (I tried those to see if I could revert but they didn't
work either).
