Navigating between unlocked cells in a protected template

I'm creating a simple template where the user enters information in specific
cells and then dumps the entered data into another spreadsheet. I want to
protect the document so only the cells that require data can be edited. The
problem arises when I use the enter or down cursor keys to navigate between
the unlocked cells. Excel 2003 has assigned a seemingly random order to the
unlocked cells so you don't know where your cursor will go when you try to
navigate to the next cell. Help please! Thanks, Hattie

If you use Tab and Shift + Tab it will navigate the cells left to right, top
to bottom.
