Navigation Bar Disappeared

The navigation bar on my homepage (nsartists.org) has disappeared. I see it
when I edit the website in FrontPage. All I did was add a page. The new
button and navigation bars displays on all other pages of the site.

It is (was) in a different position on the homepage - left side under the
logo. I have FrontPage2003.

Is your nav bar part of a shared border?
If so, it is not showing because your default is to not show any shared borders
You page Head section at the home page at http://nsartists.org/ has:
<meta name="Microsoft Border" content="none">
Reapply or recreate your shared borders
