Navigation bar with "Scroll down menu" - is it possible?

Hi there....I want to make a navigation bar where visitors put their cursor
over 1 menu, another menu will appear so they can scroll down to the menu
they want to watch. Is that possible? If you take a look at my old website
here you will have an idea to what I want. www.thaisunshinedevelopments.com
and put your mouse over Our Projects. Thanks for a quick answer!
