Navigation Bars don't show on all pages

I just upgraded to MS FrontPage 2003 and there is an inconsistency in my web
pages now. The index (home) page shows all the navigation buttons, but some,
not all of my pages do not display the left side navigation bar and top page
banner. I have removed and added the pages to the navigation view, updated,
and transferred the pages to the server, but no luck in resolving the issue.

The pages that do display the navigation bar properly, show additional code
when looking at the source file through IE 6.0 on the web, but that same
code (JavaScript) is not visible in FrontPage 2003. All the pages were
created with FrontPage 2000, so I can't understand why some would change and
others would not.

Does any one have any ideas?

I did some playing around with the web files and found out that by adding
one line to the beginning of each page that wasn't displaying the navigation
bars, the navigation bars magically appeared. Now, if they only stick around
when I update my web pages.
