Navigation bars have disappeared in Excel '03.

I've made sure that the Tools/Options/H-V Nav Bar check boxes are checked.
I've unchecked and saved and re-checked and saved. This affects the active
sheet rather than the application itself.

In particular, I have a worksheet that has the Active/Inactive bar buried
and can't get it to reveal.

HELP!!!
