Navigation buttons don't work

For some reason my navigation buttons quit working. If you mouse over them
it says "click to activate". I click and nothing happens. On the bottom the
message says "Applet fphover loaded". Other people can get them to work by
double clicking, but for some reason not everyone can. When I do a preview
in Front Page, everything works, so I'm at a loss. Any help would be
appreciated.

The Java Hover buttons, you need to replace them with another solution.
