Navigation Buttons/Text

Using FP2002, my home page uses the exact same button style (An HTML
style where each link is enclosed in brackets) as other pages in the
web. When I view the page in editor mode or preview mode, the buttons
looks OK. Then when I save the page to the server, they go back to the
web theme buttons. I've tried everything I can think of --
delete/re-add nav bar, create new page, etc. I 1st thought it may be
the FP server extensions but the other pages look fine. I even
compared the html locally with "view source" off the server. The html
looks like this:
<!--webbot bot="Navigation" S-Type="children"
S-Orientation="horizontal" S-Rendering="html" B-Include-Home="FALSE"
B-Include-Up="FALSE" S-Btn-Nml="[<A HREF="#URL#"
TARGET="#TARGET#" STYLE="{text-decoration:
none;}">#LABEL#</A>]" S-Btn-Sel="[#LABEL#]"
S-Btn-Sep="&nbsp;" S-Bar="Brackets" -->

Any ideas what's wrong?

If you are using the new FP2002 Link bars the host server requires the FP2002 SE
