Navigtion of "show effective rights" - Tool is missing

Hi there,

we installed the "show effective rights" - Tool and can't see the navigation
in the Administration tab. Has anyone an ide how I get it there?

The tool itself is working. Maybe the reason is the english tool on an
german installation???
