Navy MS Access - Couple Qs

I work for a contractor and I'm building a very simple
access database for our staff to fill out a form. It has
2 forms, a simple switchboard for navigation, 3 data
tables and 1 report. If you can help me with any part of
this please send detailed instructions on how to fix the
problem.

Problems:
#1 : On my home computer, all our office computers and a
few others I tried the access database opens fine. When
on the computers at the navy facility (where none of our
staff has administrative permissions), the database shows
an error "You do not have permission to access...". I
assume this is because of some general access setting,
but I can't get into the site to do any testing and I
cannot change anything on their end.

#2 : This form needs to be used on the road and
synchronized so that the newest data(there is a date
field when forms are modified) is put in the system. I
don't know how to do this at all, but I assume one
problem that might come up is my autonumber field (ie. if
two databases are attempted to merge but autonumber
fields are the same)- but again, I'm really unsure of how
this is possible.

#3 : I want to try to password protect the administrative
half of the form, so that users can read-only, but
administrators can do anything. Problem here might be
that we cannot change any general access settings on the
navy computers. I was thinking that i might be able to
hide all the forms and have my switchboard with a
password required for the administration section. But I
don't know how this is accopmlished.
