Need a horizontal and vertical seperator line - a real delima

A couple of questions...sorry if a little lengthy!

Basically, what I am after is a bold horizontal and vertical line as shown.
Thought of using frames, but don't like the idea of frames. The lines
currently shown were drawn with shape tools. See, I want them to sort of
separate things on the main page. In the upper left hand corner will be a
logo, and then a menu system to the right of it. The a left side navigation
pane and then the rest of the large area of the page to put additional info
with a pic or something as a background. The problem I am having is that I
want those lines to stand out better and just overall look more
professional. Anyone have any ideas or suggestions here?

Also, this is for a regional CAD user group, so I would like to use the
large area you see for latest news, etc..., but it would be neat to be able
to have some kind of pic or something that doesn't take away from things to
much. Only thing I can think of is changing the opacity of the pic or
whatever. Anyone have any ideas on this?

And lastly, why is it that what I see in preview mode versus design mode is
quite different. In preview mode, that file button is actually right where
it should be, but in design mode, it is way off of that line to achieve the
spot where it needs to be. Any ideas?

Try CSS and tables (w/ cell borders)
Or for the horizontal one just use a <hr>
And for the vertical one and empty cell w/ a black background and spacer gif in it
