Need a way to prevent changes to OptionsCalculation

Given that we entered Actual Costs manually in our project files, we want to
prevent a project file from inadvertently turning on 'Actual Cost are Always
Calculated by MS Project' Is this possible?

Is there an (OptionsCalculation) event handler or Windows Registry setting
that can help prevent this?
