Need Assign resources/hours to tasks but not have hour "booked"

I know strange question. Have need to build project plan with all details
but do not want hours booked to resources until project goes "live".

I thought if I changed the "Committed" to "Proposed" (within Resource
allocatio) this would give me the results I'm looking for.

But when I run report on outstanding hours.... these proposed hours are
still showing up????

The simple answer is that you have defined the view to include
proposed hours. It's an option in both View Resource Availability and
in the Data Analysis view. If you define the view, you will see your
availability without that project.

In the future, please tell us what version of Project Server you are using.
2002, 2003, or 2007. If you are using the 2007 version, the issue you
describe is a known and documented bug in Project Server. Setting the
Booking Type to Proposed does not work. Hope this helps.
