Need different page counts in header and footer

I need to be able to have the header count the pages in a section and then
have the footer show the total page number. The individuak sections are
separate documents

As an example, the header would be Page 3 of 4 and the footer would say
Page 20.

It seems that you can't have Word do both. Either you get 3 of 4 and 3 or
20 of 4 and 20.

Is there a work around for this issue?

You can use the SectionPages field (instead of NumPages) for the Y to get
the 3 of 4, but unfortunately the Page field is going to be either 3 or 20,
so this is very difficult to do. To get 20 you'll have to have a calculated
field that adds the last page number of each previous section to the current
page number (which will require bookmarking the last page of each section
and including a PageRef field in the calculation).
