Need help copying cells into rows with spaces between

I'm trying to copy the contents from rows but need it to show
verticaly.

I need to reference cells by an increment of 1 but because of the
spaces between rows when I copy it increments by 4, or 5, or whatever
the distance is between them.

For example, I need lines 1, 5, 9... to show cells A1, A2, A3... and
not A1, A5, A9...

In very general terms I'm trying to get it in this format:

References A1
References B1
References C1
References D1
References A2
References B2
References C2
References D2
