Need help identifying a feature - driving me crazy

I created a series of worksheets that included a popup help window. Now I
wish to change the help messages on a number of cells. However, I just can't
seem to find the tool again. It is not the "Comment" tool. That is the one
that leaves a little red triangle in the upper right of the cell.
The one I need is the one that pops up and you can drag around on the
screen. Mine have black text on an off yellow background.
