Need Help Please with Windows Picture and Fax Viewer

Please any help with this will be greatly appreciated. I am receiving faxes
via Outlook. When I open the fax/attachment it open in Windows Picture and
Fax Viewer. I need to highlight certain areas. Then save. However, I will
need to print these documents later on. On testing this, I found that when
you highlight in Windows Picture and Fax Viewer the highlighted area is
blocked. Is there any way that you can highlight and when printing be able
to see text? I have the setting on transparent but it still print blocking
the text. Thank you.
