need help please

I'm using this formula: =IF(OR(L15=0<7),1,"FALSE") and I get the same "FALSE" answer when L15 is 4 and when it is 0. Could someone point out my error? Thanks

=IF(OR(L15=0,L15<7),1,"FALSE")
