Need help with custom toolbars moving

I've removed built-in menus and toolbars from by database, and created a
custom menu and two custom toolbars. I want the 2 toolbars to show up
together on the second row, just below the menu row. I created 2 toolbars
instead of 1 b/c the second one is attached to the reports and is only
enabled when they are open. Whenever I close the db and reopen, the reports
toolbar has moved to a 3rd line below the other toolbar. There is plenty of
room for both of them on the 2nd row. I move it back, and have tried
changing the properties of both of them so they can't be moved but Access
keeps moving the reports toolbar to a 3rd row. How can I fix it so it will
remain on the 2nd row?

May I suggest that you add a New Menu for Reports on the one tool bar
and place all the reports on it. I have noticed that Office products
seem to place toolbars where they want.

I found a different workaround -
Instead of trying to dock the reports toolbar next to the other toolbar, I
made it a "floater" on the screen. When the reports open, the Reports
Toolbar appears, and when the reports are closed, the toolbar disappears.
