Need HELP with formatting document

I have a huge 200 page project that I need to format. It is divided into 7
sections, and each section has its own tite page. I need to have a roman
numeral page numbering for the first couple of pages, and a section specific
page numbering for each section (e.g. 1-1, 2-1, etc.) I also need to insert
headers and footers on all pages EXCEPT the title pages (they have to be
completely blank.) I tried creating different sections and then making the
footers and headers but the damn things still appeared on every single page.
Basically I don't have a clue what I am doing. Help. Please. Thanks.

There is a button on the header/footer toolbar called "same as
previous" I'd bet you've got it selected. It makes the footer or
header exactly like the previous one and if you change one, you change
the other.
