Need help with Outlook 2002 mail merge attachments

I can do a mail merge sending an HTML email to folks whose
emails are in an Access database query. I can send that
either from Word or from Outlook.

I can also use the wizard to send a merged attachment with
an empty email (not too useful).

What I cannot do is to merge to HTML emails such that the
body of the emails is not empty (all have the same words)
and each email has the same attachment. The only field
that is merged from the Access query is the email address.

Office cannot do mail merge + attachments. This would require a third-party tool (see http://www.slipstick.com/addins/mail.htm#massmail) or custom code.
