Need Intall help w/ Office XP Standard Upgrade

I tried to install Office XP Standard Upgrade. The
upgrade indicates that it is compatible with my Office 97
Small Business Edition, but when I try to install the
upgrade I get the Error 1608 saying Setup failed to locate
a valid qualifying product. I tried the resolution
process on the support site,but it does not work. It is
suggested on that site that if it does not work that I
should take the product back and buy the full version.
Why should I have to do that when it clearly states on the
site and on the product package that Office 97 Small
Business Edition is a qualifying product. Is this another
way for MS to get more money? Please help me.
