I am trying to create my own website. I have a good idea of it, however I
want to create a "tell a friend" page where if you want to e-mail it to a
friend you can with a "send message" button. How do I do that?

Google for "tell a friend" code. Use the insert html code fragment tool in
Publisher when you find something you like. Unless you really want to
complicate things, then you might focus on a javascript solution. example:

Or just simply let people email people from the browser to send the link
