Pre-MS Visio (at least) had password protection. Why MS dropped it is
beyond my comprehension.

I still use (wonderful) Visio Technical 4.1 for Intro CAD Principles
classes. One task is a floor plan as a password-protected background page,
used for electrical layout diagrams without students stuffing around with
the original floor plan.

I stick with the old Visio 4.1 because the later versions can't protect
drawings.

Sometimes I wonder about MS thinking.

Visio removed its password protection because it was not secure. That
feature was created before the days when security was a critical issue. It
is fairly simple to find the password within a Visio file, so the feature
was really only giving a false sense of security. For critical documents
you can use 3rd party encryption programs to protect your files.

Understood, Mark, but it is not really file protection that is the issue;
rather the ability to protect a certain feature or features. In the case I
described in my earlier post, I have the background page protected. Not a
security issue as much as a functional convenience.

For example a builder could have a floor-plan as a protected background.
The electrical, roofing, plumbing, data, furnishing, etc etc etc people can
add their designs on different pages sharing the same protected background.

It is a pointless pity that useful features should be discontinued.
