Need popup text in SVG output

Using an earlier version of Visio, I made a diagram in which each shape
had a hyperlink. The shape's text was simple, and the hyperlink
description provided more detail. This was published as a web page, and
the description popped up on mouse-over. I need to do something similar
now and can't make it work (Visio Pro 2003 SP1). I've searched messages
on this subject, and it appears that this capability was deliberately
removed, though I couldn't understand why. Is there a reasonable way to
add popup text to a shape that will show in a web output? Thanks.

which begs the question of, "your title says svg output, not html, what are
you looking for?"

You're right, I was unclear. What I really need is SVG to put into an
HTML environment. When the result didn't have the popup text I need, I
started experimenting by just using "save as web page". I assumed if it
worked one way, it would work the other way. In any case, nothing works
so far.
