NEED SHOW/HIDE INSTRUCTIONS TOOLBAR

I have a document with the instructions written, but there should be a
toolbar shown as SHOW/HIDE INSTRUCTIONS so that when the document is printed,
the instructions do not print.

I have this toolbar on other documents, but cannot find the correct way to
add this toolbar to the document.
