Need to access a POP3 account and a internal exchange at same time

Here is the following scenario.

I have a user that has a pop3 account i.e. (e-mail address removed)
This user also has a corporate email address of (e-mail address removed)

I need this user to be able to receive email from both accounts using
Outlook 2003 and then reply as the user that received the email.
(e-mail address removed) rely as (e-mail address removed) and (e-mail address removed) as
(e-mail address removed)

Right now when I set it up in Outlook I can get the hotmail email but when I
reply to the hotmail email it uses the company.com email address.

How is it set up? The way you want is the way outlook normally works...
provided the second accounts SMTP server is available and he properly
authenticates to it.
