When I attempt to manage SharePoint services under Project Server it asks
for two URLs.

1. URL to SharePoint Central Administration.
2. URL to "create a site under this SharePoint URL"

If I enter valid URLs (such as
http://gpsproject.globalparadigmsolutions.com:21547 and
http://gpsproject.globalparadigmsolutions.com:80/sites ) I receive the
following error message:

"Project Server cannot connect to the specified web server running Windows
SharePoint Services. Please check the HTTP protocols and the port numbers in
both URLs".

I've done that. The central admin URL works if I click on the "test URL"
link.

If I do not change the URL to valid ones (i.e. leave them at:
http://gpsproject:21547 and http://gpsproject:80/sites) I receive this error
message:

"There are no site templates installed on the specified server running
Windows SharePoint Services. Verify that the web server is properly extended
with SharePoint Services".

In this case the server appears to be properly extended.

I should note that both URLs I've tried to use will work everywhere else
(i.e. from my computer or any other except the project server itself).

I also get a message about the format of a "Web Part" being incorrect, but
cannot find where to fix it.

It sounds like you have not ran the part of project
server install that sets share point for use with project
server.

on the splash screen of the install of Project Server,
there is an option to prepare WSS for use with project
server. I am sure that it is not worded that way but that
is close.

anyway, run that and that should help your problem.
