need to position cursor on the to line when creating email

When I click on new for a new email the cursor goes to the body of the email
and not to the to line so that I can select the email addresses that I want
to send the email to. How can I fix this?

When I open the new-mail compose window in Outlook 2002, the insert
point is already focused in the To field. You didn't specify WHICH
version of Outlook that you use. I configured OL2002 to *not* use Word
as the e-mail editor. Don't know what you use.

You might also want to check what add-ons you installed to Outlook.
