I think your issue may be related to the issue mentioned by the KB article:

that case workaround mentioned in that article would be helpful for your issue.
In case if you want to save Visio 2003 files in Visio 2002 format by default, then follow these steps:
1. Start Visio 2003 and select Tools > Options
2. In the "Save" tab, click on the dropdown for "Default format" and select "Visio 2002 Document"
3. Click OK and close Visio.

Visio will open all previous versions, but will only save back to the
previous file format. The file Format for Visio 2002 did not change, so
Visio 2003 can save as Visio 2000/2002. What version do you have and what
version does the author have?
If the author does not ned to change the drawing, you can save in a
different file format or the author can use the Visio viewer.
